Texas Net Metering

What is Net Metering? Net metering is a billing system. It credits solar panel system owners for the electricity they don’t use. That means that if your panels produce more energy than you’re using, it’s added back to the grid. You will then receive a credit on your utility account. Texas doesn’t have a statewide net metering policy. However, many utilities in Texas do have policies that will credit owners for the electricity that their solar panels produce. If your utility has a net metering policy, you receive credits on your electric bill for the extra electricity you produce.

Federal Investment Tax Credit (ITC) Incentive

When you’re planning on going solar in Texas, don’t forget about the generous federal solar panel tax credit. It’s one of the best incentives available. This solar panel tax credit can reduce the amount you pay in for your solar system by 30% in taxes. That means that if your solar panel system costs $10,000, you get a $3,000 credit on your federal taxes. This tax credit has helped many people get Texas solar panels.

Texas Solar Panel Rebates

Texas doesn’t have a fixed statewide solar rebate program. However, many utilities and local governments offer incentives to homeowners, making it more affordable to go solar in Texas. Renewable Energy Systems Property Tax Exemption Incentive

Texas offers a property tax exemption to residents. This means you will not be taxed on the added value your new solar installation brings to your house.

Let’s use an example. Say your property is valued and taxed at $100,000. Then you install a solar panel system that adds $15,000 to the property value. The exemption applies to the added value. So with the exemption, you will only be taxed on the property value of $100,000. That means in Texas solar panels will give you extra value for no extra cost.

The Austin Energy Multi-Family Incentive

The Austin Energy Multi-Family Program provides cash incentives to those who want to make energy efficiency improvements. Owners, developers, and property managers of apartments and multi-family properties qualify.

Rebates are available for qualified A/C systems, heat pumps, window treatments, insulation, ductwork, and lighting equipment. A free walk-through energy survey is required before a rebate application will be accepted. Rebate eligibility for each identified improvement will be determined by the on-site survey. Rebates for some measures may be prorated or not offered depending on the cost-effectiveness of each measure. Incentives are granted on a first come, first-served basis. Small Commercial and Nonprofit Solar Performance based incentives

Commercial projects up to 75 kW are eligible for the Small Commercial PBI, subject to applicable customer caps. This also applies to non-profits who are not able to take advantage of the federal solar panel tax credits and depreciation. They still are eligible for the Small Commercial PBI for projects up to 400KW.

Commercial Solar Performance-Based Incentives (PBI)

Commercial customers who install a solar PV system receive a PBI as a credit on their monthly bills. The PBI rate is determined using a three-tiered incentive structure. Small commercial (includes most non-profit installations), medium commercial, and large commercial. Applications are considered on a first come, first-served basis. Austin Energy makes no financial commitment to applicants until a signed Letter of Intent (LOI) is issued.

AEP Texas North and Central Company – SMART Source Solar PV Rebate Program

American Electric Power Texas Central and American Electric Power Texas North offers a rebate to customers who want to get solar panels in Texas. This rebate is for any customer that installs photovoltaic (PV) systems on their home or other buildings. Rebates may be assigned to the customer, a service provider, or a third party. There are three different tiers for qualifying customers of AEP Texas.
  • Residential customers can receive an incentive of $0.70 per watt, up to $7,000. Only the first 10 kW of a residential solar panel system are eligible for this rebate. Non-residential customers have tiered incentives available.
  • The first tier is available to non-residential solar panel systems of 1 kW to 25 kW. Qualifying systems can receive $0.80 per watt. The second tier is available to non-residential solar panel systems of 25 kW to 200 kW. These systems can receive $0.25 per watt.
PV (Solar Panels) System Eligibility Systems must be at least 1 kilowatt (kW)-DC in size to qualify for the rebate. The exception is if the system is used for educational purposes by a school. Systems may not be sized to produce energy in excess of that required to meet annual on-site energy consumption. Each customer and point of service are eligible to participate in the program multiple times. However, they are subject to other program limitations (e.g., maximum per customer and per project incentive limits).
  • The solar panel system must be new.
  • It must be connected to the grid on the customer side of the meter.
  • It must meet minimum estimated performance requirements (80% of optimum).
  • The solar panel system must meet all applicable code and utility interconnection requirements.
Eligible systems must be covered by an all-inclusive warranty for at least 10 years from the date of installation. PV modules must be new and listed as Incentive Eligible Photovoltaic Modules in Compliance with SB1 Guidelines, and inverters must be new and certified to UL 1741. All installations must be performed service providers who meet program eligibility requirements. AC disconnect switches and revenue-grade solar meters (provided by the service provider) are required. Installations may be subject to a variety of inspection and performance monitoring requirements in the short- and long-term.

Texas Solar Rights Law

HOA (Homeowner’s Association) rules may have restrictions on solar panels. You might be worried that HOA regulations will keep you from being able to go solar. The state has a solar rights law that stop HOAs from banning installation of Texas solar energy systems. This means in Texas, solar panels can be installed with total confidence.
